Last Friday, Oct. 17, marked the 20th anniversary of the federal Indian Gaming Regulatory Act, signed into law by President Reagan in 1988. (As we've said in recent presentations on IGRA's anniversary, "A long time ago, in a galaxy far, far away . . . . ") We were at a conference commemorating the anniversary (more on that later).
