On October 9, 2006, Steven Andrew Light and Kathryn R.L. Rand gave the Annual Watkins Lecture at East Central University in Ada, Oklahoma. The lectureship brings recognized authorities to ECU to address subjects of public interest at the local, state, or national level. Rand and Light’s recent article, “How Congress Can and Should ‘Fix’ the Indian Gaming Regulatory Act: Recommendations for Law and Policy Reform,” appears in the Fall 2006 issue of the Virginia Journal of Social Policy & the Law. Based on Rand and Light’s 2005 testimony before the U.S. Senate Committee on Indian Affairs on Indian gaming regulation, the article provides an overarching theoretical approach to law and policy reform in the area of Indian gaming. Rand and Steven Andrew Light gave a presentation on their recent book, Indian Gaming and Tribal Sovereignty: The Casino Compromise at the 13th International Conference on Gambling and Risk-Taking in Tahoe, Nevada, on May 24, 2006. Light and Rand have received a research grant from the Sycuan Institute on Tribal Gaming Research Center at San Diego State University. The grant funds their study of state-level constraints on tribal political influence on Indian gaming law and policy through two empirical case studies. March 3rd
